This config.json is exclusively for CTransformers, to tell it what model type is used. It's not for Transformers, which cannot load GGML/GGUF models at all.

Also these are GGML models which are deprecated, please use https://huggingface.co/TheBloke/Llama-2-13B-chat-GGUF
