WIP - services are being added. Added a draft of job management service.

* Added diagrams
* Added db model
* Dash App is a working prototype. To be added is the quantiles.
* Added a new file to the repo: `requirements.txt` to be used for deployment.
* Intial app structure has gone through design and a draft is ready.
* There are currently 2 versions of the app. One is messy and works. THe app-v2 is a cleaner version but is not working yet.
